National Performance Management Measures
The U.S. Congress has passed legislation directing the U.S. Department of Transportation to oversee implementation of a performance-driven, outcome-based approach to planning for the nation’s surface transportation system. In implementing the new federal laws, the Federal Highway Administration (FHWA) has issued new regulations for performance-based planning that require state Departments of Transportation and MPOs to measure condition or performance of the transportation system, establish performance targets, assess progress toward targets, and report on condition or performance.
To enable FHWA to assess the entire nation’s surface transportation system in a consistent manner, FHWA is requiring state DOTs and MPOs to evaluate and report on the performance using a set of National Performance Management Measures (NPMM). The NPMMs are divided into three categories:

Transit Performance Measures
Transit Asset Management and State of Good Repair - The Federal Transit Administration also has issued a new regulation for performance-based planning that requires transit agencies to assess the state of good repair of transit assets and set targets for future performance. Transit agencies must publish a Transit Asset Management Plan that lays out a prioritized list of projects for improving the state of good repair of each U.S. transit system.
Transit Safety - There is also a Notice of Proposed Rulemaking that would establish transit safety performance measures and targets and require transit agencies to use Safety Management Systems to track and address safety concerns.

FDOT and Florida’s MPOs have cooperatively developed a document outlining the minimum roles of FDOT, the MPOs, and the providers of public transportation in the MPO planning areas in satisfying the transportation performance management requirements promulgated by the United States Department of Transportation.
